[Restrict-View-Google] Slow performance of the device

Steps to reproduce the problem:
1. Open chrome
2. Randomly surf web
3. Observe

What is the expected behavior?
The performance of device should not be decreased.

What went wrong?
The phone slows down while surfing the web. It freezed even when typing. No other applications running in the background.

I'm not sure where to triage this bug to, but it's not a DevTools issue.
