LBS isn't loading IE

Reported by sjo...@vdnieuwenhof.nl, Dec 7 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2486.0 Safari/537.36 Edge/13.10586

Steps to reproduce the problem:
1. configure LBS using GPO
2. Reload the GPO
3. Go to a URL that's on the list

What is the expected behavior?
That IE is opening with the URL entered.

What went wrong?
Chrome loads the Extension but isn't loading IE.
On my test machine it's working for the administrator, but when I use another user which als local administrator it isn't working.

WebStore page: https://chrome.google.com/webstore/detail/legacy-browser-support/heildphpnddilhkemkielfhnkaagiabh

Did this work before? N/A

Chrome version: 62.0.3202.94 (Official Build) (64-bit) Channel: stable
OS Version: 10.0
Flash Version: 27.0.0.187

I followed the guide and tested:

* Installed the Legacy Browser Support MSI (Validated via control panal programs and features)

* Installed the Chrome Legacy Browser Support Extension (Validated via chrome://extensions from within chrome)

* Validated that the policy is pushed via chrome://policy from within chrome

* Checked IE and confirmed the Google Chrome Legacy Browser Extension is installed and active

I solved it, I used a GPO that blocks access to the command prompt and also set "Disable the command prompt script processing also?" to "YES" changing it to "NO" solved my issue.
