Regression:After clicking on location, bubble appears below bookmark icon after changing flag to RTL.

Issue description

Chrome Version: 64.0.3282.14(Official Build) a6760eb77179ae79c288db9eaa47f8468f1ff7fb-refs/branch-heads/3282@{#67} (32/64 Bit)
OS:(Win 7,8,10)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left' 
(2)Navigate to https://permission.site/ , click on https 
(3)Click on location and observe the bubble.

Actual: After clicking on location, bubble appears below bookmark icon

Expected: After clicking on location, bubble  should appear below view site info

This is a regression issue broken in 'M64' and will soon update other info.

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
