Not able to download a file when tabs are already open

Steps to reproduce the problem:
1. Open more then one tab in chrome.
2. Open any external download link from other app in chrome.
3. It will not download

What is the expected behavior?
It should download file even if any of the tab is open.

What went wrong?
Not able to download a file if tab is already open in the chrome

Did this work before? N/A 

Chrome version: 62.0.3202.84  Channel: stable
OS Version: 6.0.1

Tested the issue in Android and could not reproduce the issue. 

Steps Followed:
1. Launched Chrome.
2. Open more then one tab in chrome.
3. Open any external download link from other app in chrome.
4. Able to download

Chrome versions tested:
62.0.3202.84

OS
Android 6.0.1

Android Devices
6.0.1 Nexus 5

@hanxi: Could you please let us know if we missed any steps from our end? and also add the details of the device which you're facing the issue.
