ash::tray::PublicAccountUserDetails should use views::StyledLabel

Context: https://chromium-review.googlesource.com/c/chromium/src/+/805534#162 and Issue 791391

PublicAccountUserDetails has a vector of gfx::RenderText that's rebuilt on each Layout(). views::StyledLabel should be able to encapsulate this and provide better caching.
