Undo is not specific to a content editable but continues on to other content editables

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Example URL:
https://www.google.com/advanced_search

Steps to reproduce the problem:
1. Type in content editable.
2. Change focus to a different content editable and type in it.
3. Press Ctrl+z twice.
4. The text in the second content editable will be undone and the text from the first.

What is the expected behavior?
Only the text text in the currently focused content editable will be undone.

What went wrong?
On pressing Ctrl+z the second time, focus was moved back to the first contenteditable and the text was undone.

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest canary #65.0.3287.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
