Giving user an option to ask for translation of any page if no translation UI appears

Description:
Cannot actively trigger a translation for a page when it is not detected as foreign and an infobar wasn't shown automatically.

de-DE

This particular bug is about giving an option to the user to ask for translation of any page if no translation infobar appears. This is useful in two cases:
1. Detection failure as in this case. Even if this particular case is fixed, there will be some false negatives possible.
2. Multi-lingual users. For example, I speak English, Russian and German (which I am still learning), I set Chrome to "never translate German", but sometimes I have trouble understanding advanced German articles and need to get them translated.
