Slow tab re-load after upgrade from M62 to M63.

Issue description

Chrome Version: 63.0.3239.84
OS: Linux

What steps will reproduce the problem?

(1) Re-started Chrome M62 to take update to M63.


What is the expected result?
What happens instead?

I had 4 tabs open, which re-loaded after the Chrome upgrade.  The time until the tabs had content and were interactive was over 1 minute.

vmiura@ could you record a trace and/or try to bisect the issue?
I can't reproduce slowdown after the browser has settled down.  I'm not sure I can roll back and re-produce a new M-62 to M-63 update.

I tested the update on a Windows 10 laptop and didn't notice any slowdown.  However that laptop doesn't have much use history, compared to my Linux desktop.
I didn't see this issue on my Linux corp machine after M62 -> M63 update.
Status: WontFix (was: Untriaged)
It turns out my machine got very slow in general on that day until a re-boot.  I'm going to close, since there aren't other reports.
