[macViewsBrowser] White flashes in the top chrome |

Issue descriptionChrome Version: 65.0.3287.0 OS: macOS 10.12 What steps will reproduce the problem? (1) Create some tabs (2) Hide Chrome (3) Unhide Chrome What is the expected result? Chrome windows pop instantly and fully-formed onto the screen. What happens instead? The windows appear with their content, but the top chrome area is white, eventually replaced with the actual top chrome controls. The movie starts off with Chrome in the foreground (for an instant), then hides to TextEdit, then Chrome unhides. I also saw this white flash a few times where I was using another app for a significant amount of time and then went back to Chrome. The white flashes in this case were not always reproducible but they are always reproducible for me when I hide/unhide.
