What steps will reproduce the problem?
(1) Recover Astronaut with R64-10176.5.0.
(2) On OOBE screen, check cellular connection. 
(3) Connection is active. 
(4) Verify cellular Icon on system tray and on OOBE screen.

What is the expected result?
Icon should indicate the signal strength as it is indicating on system's tray.

What happens instead?
Icon does not indicate signal strength.
