[macViewsBrowser] The user menu button doesn't appear in the upper-right

Issue description

Chrome Version: 65.0.3287.0
OS: macOS 10.12

The user menu button, usually at the far right in the tabstrip area, appears to be missing. Perhaps it's related to converting this button to Views in the native browser.

The code that put that button in the frame was surprisingly crazy. But most of the untangling is done.
