The parameters for the operation of the container pool (e.g. number of concurrent workers, pool size, various timeouts) are all over the place.  Some are in constants.py, some are local file constants, some are in global_config.

After discussion with dshi@, ihf@ and jkop@, it was decided to move all these parameters to global_config so they can be more easily tweaked.
