Make Junit tests supported by Findit

Project Member Reported by st...@chromium.org, Dec 6 2017

Issue description

A few task items:
1. Make junit tests run on Swarming.
2. Make junit tests support a few command line flags to run selected tests many times without retries upon failures.
3. Make Findit understand Junit test's output format.

cc nyquist@ who is very interested in this.
re #0.2: Is it still --gtest_filter, --gtest_repeat, --gtest_also_run_disabled_tests,. --test-launcher-retry-limit ?

re #0.3: Note that our test runner already emits results for junit tests in the test results JSON format.

chanli@ has written a doc on how to onboard new test type in Findit.
So assign to chanli@ to follow up.

But at the moment, we have other priority tasks, and won't be able to get to this soon. Q1 is better.
