Reland button just hangs

On https://chromium-review.googlesource.com/c/chromium/tools/build/+/770810, I tried pressing the Reland button. It's stuck on Reopening and it does nothing.

This is actually a known issue; the reland button is built on top of the cherry-pick functionality, but if the cherry-pick fails (e.g. because the revert wasn't perfect, or some other change has landed in between) then the button has really bad (i.e. no) feedback to the user.
