TLS authentication sessions should not be ephemeral (or should they ?)

Issue description

Steps to reproduce the problem:
1. Browse to a TLS authenticated website, choose and select the TLS certificate, navigate.
2. Browse to another TLS authenticated web site.
3. Browse back to the first web site, the TLS client certificate dialog popups again whereas it had been already previously selected some minutes ago.

What is the expected behavior?
Re-browsing a TLS authenticated site, while Chrome has not been closed, should not require to select a TLS client certificate again.

Unless it is by design ?

What went wrong?
A bug or a feature, dunno.

Does this work in other browsers? Yes

Chrome version: 63.0.3239.71  Channel: beta
OS Version: 6.0.1
Flash Version: 

When followed by that bug https://bugs.chromium.org/p/chromium/issues/detail?id=792463 the UX gets horrible.

Pretty sure this is W-A-I due to inherent Android design. The feedback requested in Comment #2 would help confirm.
