Float preceding spanner may end up after spanner

If there's a float and nothing else, followed by a spanner, followed by some multicol content, the float ends up together with that multicol content, i.e. after the spanner, even though it belongs before the spanner.

Causes external/wpt/css/css-multicol/multicol-span-float-001.xht to fail.
