Column rule style values to be interpreted as in the collapsing border model |

Issue descriptionCurrently we paint column rules exactly as specified by column-rule-style, but for some values, this isn't correct. [1] Just as with collapsed table borders [2], inset and outset should become ridge and groove, respectively.
