Column rule using balanced height instead of full multicol height |

Issue descriptionexternal/wpt/css/css-multicol/multicol-rule-004.xht fails because Blink makes column rules exactly as tall as the columns, rather than stretching them to the height of the multicol container. The spec effectively contradicts itself, though: https://www.w3.org/TR/css-multicol-1/#column-gaps-and-rules 1: "The length of the column gaps and column rules is equal to the column height." 2: "A column rule is drawn in the middle of the column gap with the endpoints at opposing content edges of the multicol element." Those two things don't mean the same, and that's pretty obvious when spanners are involved. See demo attached.
