Disallow compressed streams from being mirrored.

Issue description

Currently, all AudioOutputControllers are registered with the AudioMirroringManager, including those controlling compressed streams. If a compressed stream are captured as a loopback stream, it will lead to great confusion (since VirtualAudioInputStream[2] mixes its inputs and thus assumes PCM encoded data). We need to somehow ensure compressed streams aren't captured for loopback (but they should still be muteable).

Looks like the audio service streams has this protection, so this will be fixed when the streams from the audio service finally launches.
