Form resubmission after connection loss is not working

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
Take as an example a regular HTML form with POST method as the following:

<form action="/user/create" method="post">
  <input type="text" name="name"/>
  <input type="submit" value="Submit"/>
</form>

1. Write anything in the form
2. Turn off your internet connection
3. Submit the form via POST method
4. You should see a connection error
5. Restore your internet connection
6. Reload the page

What is the expected behavior?
You should see a form resubmission confirmation.

What went wrong?
The form action URL is loaded via GET instead of POST. No data is resent.

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 

Not sure if it's the expected behavior. Opening anyway.

I'm not sure how I could write a file to automate this test.

You can use the form snippet I wrote in the issue's description as a basis or any website that have a form with POST method. A login form, for example.

You can optimize your tests going to Developer Tools > Network and checking the Offline option. It will force disconnected from the network. It's way faster than disabling and enabling your network adapter.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest canary #65.0.3287.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
