Non-Regression:Unwanted scrollbar is seen for Quality section of youtube videos when devtools page is opened.

What steps will reproduce the problem?
(1)Launch chrome,navigate to https://www.youtube.com/ and play any video
(2)Open Devtools window 
(3)Now click on settings(gear icon)of video played ->select Quality and Observe unwanted scrollbar(Please refer video)

Actual:Unwanted scrollbar is seen for Quality section of youtube video
Expected:No such unwanted scrollbar should be seen

This is a Non-Regression issue seen from M-55

Note:Issue is not seen in Linux,Windows OS

Status: WontFix (was: Untriaged)
The page explicitly sets a height for the menu which is a few pixels to short to contain the menu.
