Maxim, is this still something we want to do, or has this become obsolete in the mean time?

According to this code https://cs.chromium.org/chromium/src/components/password_manager/core/browser/password_generation_manager.cc?rcl=3c3c3229b6dfaab3df42ef278fff88a525bfdae6&l=139, 
generation is disable for non-sync users. 

This is still an open issue.
