[Password Generation] [META] Automatic password generation is not available when it should

Issue description

This is an umbrella bug to collect cases when Chrome doesn't show a generation popup on sign-up, change password and reset password forms.

Feel free to just post the URL of a broken form.

Make sure that passwords sync is enabled and chrome://flags/#enable-password-generation. Or check that generation popup shows up automatically on another site, say, facebook.com or linkedin.com.

My Chrome stopped generating passwords altogether. It will still auto-fill the saved passwords, but there's no option to generate a new one. My sync is on, my flags attached, Chrome version: 63.0.3239.132.

Sample sites are github.com, trello.com, twilio.com. But none of the other sites work either.

Manual password generation is going to be launched for everybody in M-64, but because of some bugs it was disabled in M-63 (even with flag). M-64 will be in a few weeks.

Automatic password generation should work with the flag turned on, but of course not for all sites (we use some heuristics for detecting correct places for generation and some sites are not found). Could you please:

1.Check that you're signed in in Chrome (you can check whether sign-in is active by clicking on a button in right upper corner with username, and in case when sign-in is no active, a message about that will be in a menu).

2.Go to some site where generation definitely works (eg. facebook.com, twitter.com) and check whether generation is proposed. This would show whether generation doesn't work for all sites or only on some.

Anecdotally, it seems that if a password is saved and Chrome suggests to use it, it won't suggest a newly generated one.

chrome://flags/#enable-password-generation enabled, I'm not seeing any password generation dialog on any domains including the ones mentioned.

Chromium 65.0.3325.181 on Linux, KDE

13hu...@ are you signed-in in Chrome? Now generation is available only for signed in users, when passwords are synced across devices.
