Regression:Profile icon doesn't appear after changing flag to RTL and manage people overlay appears to be chopped in fullscreen mode.

OS:Mac(10.12.6) (10.13.2)


What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left' and enable RTL flag
(2)Click on fullscreen icon > avatar icon and observe, toggle out of fullscreen mode observe profile icon


Actual: 
1.Profile icon doesn't appear after changing flag to RTL
2.Manage people overlay appears to be chopped after clicking on avatar icon in fullscreen mode.

Expected:
1.Profile icon should appear after changing flag to RTL
2.Manage people overlay should be properly displayed after clicking on avatar icon in fullscreen mode.

This is a regression issue broken in 'M62' and will soon update other info.

You are probably looking for a change made after 491059 (known good), but no later than 491060 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Just to update:

We were unable to reproduce this bug on Mac(10.13.1, 10.13.6, 10.14.2) OS using Latest canary #72.0.36010.2 
Hence, marking it as WontFix.
