Regression : Unable to move up/down languages in chrome://settings/languages.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/languages and try to move default languages up and down using 'Move Down' and 'Move Up' options from iron icon,observe

Actual: Unable to move up/down languages after clicking or selecting 'Move up' or 'Move Down' options from iron icon
Expected: Should be able to move up/down languages after clicking or selecting 'Move up' or 'Move Down' options from iron icon

This is regression issue, broken in ‘M 64’ and will soon update other info :
Good build:64.0.3261.0
Bad build: 64.0.3262.0

This is regression issue, broken in ‘M 64’ and will below is the bisect info :
Good build: 64.0.3261.0 (Revision: 514330).
Bad build: 64.0.3262.0 (Revision: 514703).

You are probably looking for a change made after 514411 (known good), but no later than 514412 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

This is the same issue as crbug/640763.
This issue has been fixed behind a flag. We plan to enable the flag by M65.
