Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions page.
(2) Click on 'Main menu' and observe.

Actual: 'Open chrome web store' link is missing on 'Main menu' overlay.

Expected: 'Open chrome web store' link is not present.

This is a regression issue, broken in 'M65', will soon update the other info:

Good Build: 64.0.3284.0
