Expecting autoplay to be blocked

Issue description
Chrome Version : 65.0.3285.0
OS Version: OS X 10.12.6

Safari: na
Firefox: na

What steps will reproduce the problem?
0. MEI for honey.nine.com.au IsHigh=NO according to chrome://media-engagement/
1. I enter in the search bar a page which has an autoplay video: Ie: https://honey.nine.com.au/2017/12/06/16/02/princess-eugenie-interview
2. Video starts playing without any action and with sound
What is the expected result?
I was expecting video to be blocked from autoplaying because the MEI is not high, and video has audio and I haven't interacted with the domain.
What happens instead of that?
Video autoplays with sound

We did not launch unified autoplay yet (but should soon be enabled in Chrome Canary/Dev). Keeping this open to make sure OP confirm things work as expected when the feature is on.
