What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on ADD TO CHROME button.
(2) Observe text on added extension notification bubble.

Actual: Text on extension notification bubble is not seen properly.

Expected: Text on extension notification bubble should seen properly.

This is a regression issue, broken in 'M62', below is bisect info:

Good Build: 62.0.3187.0
Bad Build: 62.0.3189.0
You are probably looking for a change made after 494703 (known good), but no later than 494704 (first known bad).
