Pre condition : Enable Material Design in the rest of the browser's native UI flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and press 'Cmd ++' to open zoom bubble and then click on '+' and '-' button,observe

Actual: Clicking effect padding is not seen after clicking on '+' and '-' button on zoom bubble
Expected: Clicking effect padding should be seen after clicking on '+' and '-' button on zoom bubble

This is a non-regression issue, seen from M-60 series as from build # 60.0.3104.0

Kindly review the attached video for reference.

Note : Issue is not seen on Windows and Linux OS.
