Cannot close forever loading tab despite the close tab animation still playing.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. when a tab is crash, no response.
2. click close tab and go another tab.
3. repeat step 2, the tab width is getting shorter and shorter.

What is the expected behavior?
tab close or anything not change.

What went wrong?

"Unable to reproduce the issue on the reported chrome version stable 62.0.3202.94 and on the latest canary 65.0.3285.0 Using Mac 10.13.1, Windows 10 and Ubuntu 14.04 with the steps mentioned below.
1. Opened Chrome
2. Opened around 20 NTPs
3. Clicked close tab and hovered on another tab.
4. Repeated step 3
We observed that the tab size isn't getting shorter. Attaching the screen cast of the same.

@Reporter: Could you please check the screen cast and let us know if we have missed any steps in reproducing the issue. Could you please check the same on new profile with no added apps and extensions.

Summary: Cannot close forever loading tab despite the close tab animation still playing. (was: tab display bug)

Could reproduce in 62.0.3202.94, but I believe this is fixed in Chrome 65.0.3309.0.

Full repro steps:

1. Navigate to about:blank
2. Right click on the page, click 'Inspect'.
3. Click the 'Console' tab.
4. Type "while (true) {}" to make an infinite loop.
5. Open a few more tabs.
6. Click the 'x' on the about:blank tab.
7. Click on another tab to switch to it.

The close tab animation should play and the tab strip gets shorter, but no tab is actually closed. In Chrome 65.0.3309.0, the tab is closed immediately so this isn't a problem.
