Chrome getting close on double clicking on top-left

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. Open multiple tabs in Chrome
3. Double click on top-left part of browser(left of the first tab opened)

What is the expected behavior?
It should  maximize or minimize the browser

What went wrong?
It closes the browser.

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Dear Sir/Madam,

I have found an security issue in chrome(on Windows 10) wherein when you double click on top-left part of chrome, it closes the browser. It is a serious threat as it is not only irritating for user, as user looses all the data and the important sites opened, but also give him the threat that something wrong has happened or the PC has been hit by some virus or malware. So this bug should be look up on priority basis.

"Able to reproduce the issue on the reported chrome version 62.0.3202.94 and on the latest canary 65.0.3285.0 using Windows 10. 
Note: The feature isn't applicable to Ubuntu and Mac.
As the issue is seen from M50(50.0.2661.0) considering it as non-regression and marking as Untriaged.
