Require use_cups build flag on ChromeOS

Should we make |use_cups| a requirement on ChromeOS? That can help us get rid of FakeCupsPrintJobManager and maybe simplify a few other spots.

I'm hesitant to do this as I think it could complicate building Chrome on Linux for ChromeOS
