clapper has continuously failing build status

Issue description

Clapper build started being red a week ago (M64 and M65). Filing for tracking. Right now it seems to be stuck in TestSimpleChromeWorkflow, which is probably issue 791643. Making sure this doesn't fall through the cracks.
