CNL: i915 stabilization for chromeos-4.12

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Platform: CNL

Steps to reproduce the problem:
This series improves the state of i915 driver on CNL chromeos-4.12 kernel by bringing it closer to the backport on chromeos-4.14. It does not address a specific bug/regression.

What is the expected behavior?
Graphics behavior not different than when using the chromeos-4.14 kernel.

What went wrong?
chromeos-4.12 backport is a little behind the chromeo-4.14 one as new patches have been picked up from upstream that need to be integrated.
