[Incognito]: Seeing white screen if there is no interaction for >15 mins

Chrome: 64.0.3285.0
OS: Win10 (Corp - Enterprize), 64-bit

1. Open chrome incognito and Login to Gmail 
2. Switch to regular chrome and start working
3. After few mins (>15 mins) try to navigate to Incognito and observe

The complete window is blank, however if i did a mouse click to interact with the window then it started rendering.

Attaching chrome://gpu details here and not sure how feasible to bisect it.

Seems like i've started noticing this from yesterday.
