VariationsService HTTP Retry should use a different encryption key than Certificate Reporting

Currently, when retrying over HTTP (only done if the VariationsHttpRetry feature is enabled), Variations Service encrypts reports using the same key that is being used for Certificate Reporting. Variations should use a different one.
