We need to run a skia pixel diff tryjob with root layer scrolling enabled to see if there are any major pixel differences on the top 10k.

To do this task:
1) Create a patch that makes root layer scrolling "stable" in runtime_enabled_features.json5
2) Kick off sk pixel diff job at https://ct.skia.org/pixel_diff
3) Look at results

@chris, can you do this smoke test in ~1 week?
