[Butterfly] Onboard Camera hangs up and External Camera option is not displayed |

Issue descriptionChrome Version: 64.0.3282.7 OS: 10176.4.0 (Official build) dev-channel butterfly What steps will reproduce the problem? (1) Start Camera App or WebRTC (https://appr.tc/?debug=loopback) (2) Observe the results What is the expected result? Onboard and External camera should work What happens instead? Camera App freezes, WebRTC does not even show the picture. External camera option is not available under Content --> Camera settings. Note: Tested on 2 butterfly devices with different user accounts and see the same issue. Please use labels and text to provide additional information. Logs are attached. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

This is due to https://bugs.chromium.org/p/chromium/issues/detail?id=790838, and the fix is merged to M64 in 64.0.3282.9. Could you try 10176.5.0, which has Chrome 64.0.3288.11, and see if the issue is resolved?

Sorry, there's a typo in #8. 10176.5.0 has Chrome 64.0.3282.11.

Today's targeted RC is 10176.5.0 / 64.0.3282.11. Can we remove as a blocker so I can pick up butterfly in today's RC or still need to confirm.

I'd be more comfortable to remove the blocker if someone can confirm my statement in #8. I don't have any butterfly so I can't confirm it myself.
