log spam: "Unable to locate service manifest for metrics"

The content_shell binary on Linux prints the following several times on every startup:

  [12536:12560:1205/100923.932537:ERROR:instance.cc(49)] Unable to locate service manifest for metrics
  [12536:12560:1205/100923.932648:ERROR:service_manager.cc(890)] Failed to resolve service name: metrics

If this service isn't available, content_shell shouldn't try to load it.
