Can't click button on dialog that extends past the parent window

Project Member Reported by katie@chromium.org, Dec 5 2017

Issue description

Chrome Version: (copy from chrome://version)
OS: Chrome

What steps will reproduce the problem?
(1) Open a webpage, make the whole window VERY narrow
(2) Trigger a dialog, i.e. alert('hi') -- see first screenshot attached
(3) Click on the "ok" button outside the bounds of the webpage

What is the expected result?
Clicking dismisses the dialog

What happens instead?
Nothing.
But this is neat: if the window is a little wider such that it partially overlaps the "ok" button, clicking the button inside the bounds of the webpage dismissed the dialog, but clicking the button outside the bounds of the webpage does not. (see second screenshot)

Scott, could you help triage, since this might an issue with aura windows?
