Native UI elements are enormous on windows external monitor with High-Dpi main screen (Scrollbars, Context menus, etc)

Issue description

Chrome Version: 62.0.3202.94 (Official Build) (64-bit) (cohort: Stable)
OS: Windows 10

This affects:
- Scrollbars
- Open/save dialogs
- Right click context menus (but only for right click on the UI - not in the renderer)
- System print dialog
- Tooltips (UI and renderer)
etc..

- Laptop has a high-dpi screen internally.
- I'm using chrome on external monitor over HDMI. I have the internal monitor disabled, so only using the external.
- External monitor is not high-dpi.
- Resolution: 2560x1440 for the external monitor.

roblaio@: I can't find an existing bug for this, so I'll leave it open. Looks similar to  bug 624992 ?
