Issue descriptionChrome Version:64.0. 3282.7/10176.4.0 Kip,Reks,Daisy OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://settings/changePicture page (2)Click on 'Take a photo' option->Now Press 'Enter' button keyboard and observe Image is not captured (Please refer Video) Expected: On clicking 'Enter' button from keyboard Image should get captured Actual: Instead Image is not captured on pressing 'Enter' button keyboard This is Regression Issue as same is working fine in chrome://settings page. @stevenjb : Please confirm the Issue

Current (as of yesterday) tot behavior is:
1. Open 'Change picture'. Current picture has keyboard focus.
2. Use keyboard or tap to focus camera ('take picture') icon.
3. First 'enter' focuses the small 'take picture' button in the preview pane. Second 'enter' takes a photo.
The behavior is a bit odd and pretty subtle, especially since the focus on the 'take photo' icon is barely noticeable.
I think we can consider this WAI for now, it certainly does not seem RBS or even P1. We could consider improving the focus appearance for that button (and the 'Switch to video recorder' button for that matter).
a11y for this UI is much better than it used to be, but could still be improved. (The UI imho is still pretty awkward even not considering a11y). We should file a "make this UI better" tracking issue (if we haven't already), but it doesn't seem high priority in the grand scheme of things.
