Regression:Close icon in search flags field vanishes after clicking on forward navigation button in chrome://flags/

Issue description

Chrome Version:65.0.3285.0 (Official Build)Revision 2743a763a7e0772fef48cf852925f32b50ac04aa-refs/heads/master@{#521571} (32/64-bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
(1)Launch chrome and open NTP, navigate to chrome://flags/
(2)Enter any text for e.g. 'test' in search flags field,click on back navigation button.
(3)Now again click on forward navigation button and observe the search flags field.

Actual: Close icon in search flags field vanishes after clicking on forward navigation button in chrome://flags/

Expected: Close icon in search flags field should be displayed after clicking on forward navigation button in chrome://flags/

This is a regression issue broken in M64 and below is the manual bisect info
Good Build: 64.0.3254.0 
Bad Build:  64.0.3253.3

You are probably looking for a change made after 512493 (known good), but no later than 512494  (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

As chrome://flags is aimed only at developers, I'm removing the release block label. 

Agree there's discrepancy in the UI, really the text field would be cleared.
