Regression:Weird shadow is seen around the border of network settings overlay

Issue description

Chrome Version:64.0. 3282.7/10176.4.0 Kip,Reks,Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >>Go to network section >>Enter some wrong password
(2)Click on the Bad password notification to open proxy overlay and Observe(Please refer video)

Actual:weird shadow is seen around the border of proxy settings overlay
Expected:No such weird shadow should be seen

This is a Regression issue as same is working fine in 64.0.3280.5/10187.0.0 dev 

Note:Issue is not seen in Windows,Linux OS

@alemate: Please confirm the issue.

I believe it is the same  issue 791955 .

(This time it's about shadow behind the modal dialog).

I can't tell what the "weird shadow" is from those screenshots.

oshima@ - These dialogs are placed in ash::kShellWindowId_LockSystemModalContainer. Is this "weird shadow" expected? (FWIW, it lookes fine to me...)

I wasnt able to repro this on cave, samus and minnie.
