Unnecessary dot appears before 'sign in to chrome' link button.

Issue description

Chrome Version:63.0.3239.82(Official Build) 976cf2caea3d6e5be26e7b417cdf75e42b92d546-refs/branch-heads/3239@{#637} (32/64 Bit)
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left'
(2)Now click on star icon and observe 'sing in to chrome' text in bookmark overlay.


Actual: Unnecessary dot appears before 'sign in to chrome' link button.

Expected: Dot should appear after 'sign in to chrome' link button.

This is a Non-regression issue seen from 'M56' series i.e 56.0.2886.0

Note: Issue not seen on Mac & Linux OS.
