Regression: Grey focus highlight vanishes from eye icon on 'Saved password details' overlay.

Issue descriptionChrome Version: 63.0.3239.82 (Official Build)976cf2caea3d6e5be26e7b417cdf75e42b92d546-refs/branch-heads/3239@{#637} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.2). What steps will reproduce the problem? 1. Launch Chrome, login to gmail.com and save the password. 2. Navigate to chrome://settings/passwords and select 'Details' option from More actions menu list. 3. Now bring the focus on eye icon, press 'Space' key from keyboard and observe the grey focus highlight. Grey focus highlight disappears from eye icon on pressing 'Space' key even focus is still present on eye icon. Grey focus highlight should seen on eye icon on pressing space key. This is a regression issue, broken in M-61 series, below is manual regression range. Good build: 61.0.3131.0 Bad build: 61.0.3132.0 You are probably looking for a change made after 479873 (known good), but no later than 479874 (first known bad).
