What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/content/images and click on 'Add' button and observe 'Add' button in 'Add a site' overlay

Actual: Add button appears faint than expected
Expected: Add button should appear slightly visible

This is regression issue, broken in ‘M 60’ and will below is the bisect info :
Good build: 60.0.3078.0 (Revision: 466495).
Bad build: 60.0.3079.0 (Revision: 466571).

You are probably looking for a change made after 466544 (known good), but no later than 466545 (first known bad).
