Confidence score is zero for some analyses

Issue description

What is the bug or feature:
Confidence score is missing for some cases

Context or examples:

Expected:
First, the confidence score should not be zero.
Second, if confidence is zero, we'd better not comment on bugs.

[Findit] Flake Analyzer - Fix confidence scores of 0.0 not being displayed

Confidence scores of 0.0 (while rare, do exist) are interpreted as nonexistent
thus are not rendered on the dashboard or flake result pages.

Status: Fixed (was: Assigned)
It is theoretically possible for confidence score to be 0.0, as it is a valid result of steppiness (However is not always displayed due to the check for confidence_in_culprit seeing 0.0 and evaluating it as False in the template).

All branches that lead to auto actions have been verified to check for sufficient confidence score before proceeding.
