Notification center settings gets dismissed with incoming notifications

What steps will reproduce the problem?
1. When there are incoming notifications (ex: during ARC++ apps sync), open notification center and click on settings button

What is the expected result?
Notification center settings should remain open even when there are incoming notifications.

What happens instead?
Notification center settings gets dismissed.

Sorry for late. I didn't see this issue for long time. And the settings plane has been re-implemented recently. Maybe this was temporary issue and has already been solved?
