WebFrame LEAKED 1 TIMES while navigating away from NTP

Issue description

Repro steps:

macOS: 10.12.6
Chrome: ToT [8229631e3aca5b48c77211ce443c5947c7c42f4f
Debug, component build.

Launch Chrome with a clean profile. Navigate away from the NTP to any site [e.g. cnn.com]. Notice the following error/log message:

Is this message outdated? It hasn't been touched since at least 2013.

[mac triage] Maybe related to zine? ( Issue 620296  and https://bugs.chromium.org/p/chromium/issues/list?q=label:zine-ntp-pe things). Apparently NTP is no longer webui, so there may be something leaking now.

On desktop, the NTP *is* still HTML (though not WebUI in the strict sense of WebUIController), it's just on mobile that it's native UI.

Is this a recent regression?

Tested on the latest Canary 73.0.3671.0 and a local build, but I'm unable to reproduce the log message. Is this bug still relevant?
